A roof replacement is a major expense, but cash on hand isn't the only way to cover it. Homeowners in Pinellas, Pasco, and Hillsborough Counties generally have two paths: monthly payment financing, or a government or nonprofit assistance program if they qualify. Here's how each one actually works.

Florida homeowners typically pay for a new roof one of two ways: monthly payment financing arranged through the roofing contractor, or a homeowner assistance program such as My Safe Florida Home or a county housing rehabilitation program. Financing is available to most homeowners regardless of income; assistance programs are grants or forgivable loans with income and eligibility limits, applied for directly with the issuing agency.

How It Works

Instead of paying the full project cost upfront, you make fixed monthly payments over a term that fits your budget. Checking your eligibility uses a soft credit pull and does not affect your credit score — you'll see your approved amount and monthly payment options before committing to anything.

Financing is available regardless of your income level or where you live within our service area, and approval is based on your personal credit profile — not on how long Next Level Roofing has been in business.

One limit worth knowing up front: Wisetack financing covers project costs up to $25,000. For larger full-replacement projects — common with tile roofs or bigger homes — you may need to combine financing with a down payment or another funding source.

Grant Statewide

My Safe Florida Home

Up to $10,000

A state matching grant for hurricane-hardening improvements, including roof upgrades. Moderate-income homeowners get a 2:1 match (state contributes $2 for every $1 spent); low-income homeowners may qualify for the full $10,000 with no match required.

Requires a homestead exemption and insured value under $700,000. This is a reimbursement program — funds are paid out after work is completed and inspected, not upfront. Never start work before receiving written approval.

Forgivable Loan Pinellas County

Pinellas County Homeowner Rehabilitation

Up to $75,000 – $375,000

A fully forgivable loan for income-qualified homeowners — up to $75,000 for general critical repairs, or up to $375,000 for hurricane-related rehabilitation or reconstruction (Idalia, Helene, Milton damage).

Available in unincorporated Pinellas and most cities — St. Petersburg, Clearwater, and Largo run their own separate programs instead. Requires staying in the home as a primary residence for a set period for the loan to be fully forgiven.

Sunrise St. Pete

Varies by Track

The City of St. Petersburg's disaster recovery program for homeowners affected by Hurricanes Idalia and/or Helene, covering repair, rebuilding, elevation, and reimbursement for eligible past repairs.

Prioritizes households at or below 80% of area median income, with additional help up to 120% AMI. Homeowners who receive repair or rebuild assistance must live in the home for at least one year after work is complete.

Confirm directly with Pinellas County before signing any PACE agreement for a home in this area.
Can I combine a grant program with contractor financing?
Often yes, though rules vary by program. If a grant covers part of the project cost, financing the remaining balance through Wisetack is a common approach. Always check each program's duplication-of-benefits rules, since some restrict combining sources for the same scope of work.
